Kal-Bhairava - Kashi Kotwal
What - Kal-Bhairava ("Time-Bhairava") is the supreme Bhairava - the Kashi Kotwal (the police-chief of Kashi). Every pilgrim to Kashi must FIRST visit Kal-Bhairava + get permission before entering the main Kashi Vishvanath temple. He keeps the keys to Kashi.
Origin - When Bhairava beheaded Brahma's 5th arrogant head, Brahma-skull stuck to his hand (brahma-hatya-dosha). Bhairava wandered the entire earth seeking moksha. Only at Kashi did the skull finally drop. Kashi-Vishvanath himself appointed Bhairava as the kotwal (chief-protector) of Kashi.
Temple - Kal-Bhairava temple, Visheshwarganj, Kashi (Varanasi). ~10 minutes walk from Vishvanath. Annual Bhairava-Ashtami (Margashirsha Krishna Ashtami) draws lakhs.

Grants - Releases from generational karmic burdens. Frees from black-magic curses. Frees the dying from pretahood.
Appearance - Red-bodied, naked (digambara), 8-armed (sword + spear + skull + damaru + trishul + serpent + bow + arrow). Dog at his feet.
★ Significance - "The Destroyer Bhairava". Protector of northeast (Ishana - Shiva's own quadrant). The supreme + final form. Synonymous with Kala-Bhairava.
